COMPOSIT REPORT
APPLICATION # ?•?‘
TOWN BOARD COMMENT:
STAFF COMMENTS
REGIONAL PLANNING COMMISSION (RPC)
Petition 5747. this proposed commercial development in the Town of Rutland raises some policy concerns.
This area is just outside the Stoughton urban service area. There are several other commercial uses in the
immediate area, such as a plumbing shop, a garden center and a plant nursery.
The general policy is to limit any non-agricultural commercial uses to small, rural-oriented boyishness
which provide services needed by residents of the town.
As the electric utility for the area, there is a rationale for this type location, with truck and material storage
needs, and it is a service needed by all residents.
However, the C-2 zoning district allows many intensive commercial and industrial uses which would be
incompatible at this location.
Therefore, if this rezoning is approved, it should be conditionally rezoned to this specific use, and a site
plan required which addresses the building, storage area, parking areas, and access to the highway.
Such a conditional rezoning allows the town and county to review any expansion or use changes.
ENVIRONMENTAL HEALTH DEPT.
