COMPOSIT REPORT <br /> APPLICATION # ?•?‘ <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5747. this proposed commercial development in the Town of Rutland raises some policy concerns. <br /> This area is just outside the Stoughton urban service area. There are several other commercial uses in the <br /> immediate area, such as a plumbing shop, a garden center and a plant nursery. <br /> The general policy is to limit any non-agricultural commercial uses to small, rural-oriented boyishness <br /> which provide services needed by residents of the town. <br /> As the electric utility for the area, there is a rationale for this type location, with truck and material storage <br /> needs, and it is a service needed by all residents. <br /> However, the C-2 zoning district allows many intensive commercial and industrial uses which would be <br /> incompatible at this location. <br /> Therefore, if this rezoning is approved, it should be conditionally rezoned to this specific use, and a site <br /> plan required which addresses the building, storage area, parking areas, and access to the highway. <br /> Such a conditional rezoning allows the town and county to review any expansion or use changes. <br /> ENVIRONMENTAL HEALTH DEPT.
