August 2, 1993
Town Board
Town of Blooming Grove
Dane County Zoning
SUBJECT: Mineral extraction on White ET. AL. Deloris former
Louie and Norma Ziegler farm) .
1. USE - A possible use of this clay, should we be selected,
would be for capping six City of Madison Dane County
landfills . These sites will be capped as approval
from the State of Wisconsin Department of Natural
Resources is granted and City of Madison Dane County
select a time table.
2. TIME TABLE - I would estimate a schedule of five to eight
years, with extraction taking place 4-6 weeks in the
summer months .
3 . PROCESS - Depending upon the size of the site to be capped,
an area would be striped of topsoil, topsoil would
be stockpiled, clay would be removed and loaded onto
trucks for delivery to the capping site. On site
fill would be placed in excavation area and topsoil
replaced and seeded.
4. TRUCKING - Absolutely NO TRUCK HAULING would be allowed
south on Sprecher Road from the site. Trucks would
turn north on Sprecher to Highway T. ( 0.2 miles)
5. BLASTING - We will place a deed restriction on the property
for NO BLASTING as this is not required for this type
of extraction.
6. A.N.R. PIPELINE - We have contacted A.N.R. and asked for
any safety concerns they may have. Their reply is
attached.
7. HOURS OF OPERATION - As we would be only suppliers, the
contractor placing the clay would designate the
hauling time schedule. I would purpose 7:00 a.m.
until 4:00 p.m.
8. SPRECHER ROAD - We would agree to maintain the part of
Sprecher Road we would use to its present condition.
Also a sweeper and water wagon would be on site for
use during the extraction period. The town road
leading to Sprecher from the site will be graveled
and graded during extraction.
