•
Both the developers and the land owners are well liked and respected members of the community.
But we can:t make zoning and planning decisions based on who the applicants are. We must make
decisions consistent with adopted plans or those plans aren't worth the paper they are written on.
Even though these applicants are well liked,I agree with the Village of Mount Horeb that we
cannot justify placing such a major commercial development at the gateway to one of our most
picturesque communities,in direct violation of all the adopted plans in the area.
As all of you know, Dane County is the fastest growing area in the region. We will face many
proposals to scatter development across the Dane County countryside. The Village of Mount
Horeb has worked hard to plan for the future. They have done what we would like all Dane
County communities to do. Mount Horeb has set an important example about the importance of
the very gateway to a community. The Town of Springdale has expressed clear concern about
preserving its rural character. This rezoning runs in opposition to both.
We must come to a common vision of what we want Dane County to Iook like in twenty years.
This vision will only develop through a public land use planning process. If we reward those
communities which have taken the time to plan for the future by ignoring their plans, then we will
have taken a great leap backwards in this process.
In this case, both communities have a mechanism for reviewing their plans. If in the future they
come to a common vision for how this gateway to the area should be developed, everyone will
benefit.
