October 10, 1993
•
•
"ACT 1 19:,3
Dane County Zoning
Attn: William Flech
Room 116, City-County Building
Madison, WI 53709
Dear Mr. Flech:
I'm writing to strongly oppose the zoning petition of Michael Leggett to spot zone his
property at 536 Union Rd. in the Town of Oregon, #5765. I am unable to attend the
hearing on October 12 because of another commitment.
This area of the Town consist of small residential holdings where owners are
sometimes involved in activities compatible with the rural agricultural nature, like
raising horses or gardening. Most of us moved here because it is rural agriculture. We
assumed the agricultural zoning would keep it free of incongruous commercial
activities.
Leggett purchased his property, almost immediately divided and sold off a parcel, and
I understand, has been operating a business out of his house since he moved in,
contrary to zoning laws. Spot zoning for commercial ventures is incompatible with
current uses and would have the effect of decreasing the enjoyment and usage of the
rest of the neighbors, not to mention the loss of value in our homes and property.
From his past practices, it would appear that Leggett moved here with the intend of
operating a business off the property, regardless of how it was zoned. There is plenty
of commercial land available in the Village of Oregon and other areas in the Town for
business ventures and therefore no real need to change the zoning on this particular
parcel. Spot zoning only provides a convenience for Leggett -- at the expense of his
neighbors. If parcels can be spot zoned on request, why do we bother zoning at all.
This is an agricultural area and the current zoning should be enforced. If Leggett
wants to start a business, I suggest he move to an appropriately zoned parcel.
Respectfully,
2/L' d--
Allen H. Miller
454 Union Rd.
