COMPOSIT REPORT <br /> APPLICATION # N,674 4 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5766. This area proposed for a residential plat conflicts with basic town/county agricultural <br /> preservation policies in the Town of Verona. <br /> This same area was reviewed in March 1993 as Petition 5587. The parcels with existing residences were <br /> eventually approved; however, the area now proposed as Petition 5766 was not approved. <br /> The relevant policy for the agricultural preservation area in the Town of Verona is: <br /> "Non-farm residential development by certified survey in those areas with soils not classified <br /> as prime farmland at a density of one lot per 35 contiguous acres owned, with a minimum <br /> lot size of two acres will be considered for rezoning. <br /> The policy provides for a minimum amount of residential development in <br /> agricultural areas. It is assumed that rezoning would be required for <br /> residential construction. <br /> According to the soil map, over half of the area of this farm is rated to have prime soils according to <br /> USDA definitions. The applicant indicates that 50% of the soils are Class I and II (most productive) and <br /> 50% are Class III. The Class III soils are productive, as born out by the applicant's notation that 92% of <br /> the land proposed for rezoning is cropland, primarily corn. There is a small wooded area. <br /> The density policy of one lot per 35 contiguous acres owned would allow up to 4 lots on the less <br /> productive land. However, the two existing residences become non-farm homes and thus account for two <br /> of the allowable lots. Two more would be allowed by policy as non-farm residential lots. <br /> Thus, from a density policy standpoint, two additional lots' would be allowed, not the 11 proposed in the <br /> petition. <br /> This proposal has major conflicts with the adopted policy for this area. <br /> OTHER <br /> • <br /> • <br />
