The staff of the <br /> Department of Planning and Development has a number of concerns with this <br /> proposed rezoning, and requests that the Zoning and Natural Resources Committee <br /> defer consideration of this petition so that these concerns can be addressed. <br /> The applicant states that the purpose of the request is to allow the construction of an <br /> accessory parking lot for a proposed branch bank to be constructed on the adjacent <br /> lot at the northwest corner of the Excelsior Drive and Old Sauk Road intersection, <br /> in the City of Madison. However, the Park Bank has not submitted any proposal to <br /> the City of Madison for development of a branch bank on their corner lot, nor has <br /> the City of Madison seen a proposed site plan indicating how the two Bank <br /> properties (the corner lot and the subject duplex lot) might be developed together. <br /> The lot proposed for rezoning is at the easternmost end of a narrow township <br /> peninsula. All of the adjacent lands to the north and east of the subject parcel, <br /> including the site of the proposed branch bank, are zoned RPSM Research Park- <br /> Specialized Manufacturing in the City of Madison. RPSM is a zoning district <br /> established to provide an attractive,park-like setting for selected office,research, <br /> and certain non-nuisance manufacturing activities. Development within RPSM <br /> districts must comply with special building design, landscaping, parking, and <br /> storage area standards, as well as receive the approval of an architectural review <br /> committee established for each RPSM district. At this time, no development <br /> proposal for the bank properties has been submitted to the City or to the <br /> architectural review committee for the Old Sauk Trails Research Park. <br /> I believe it is not good planning practice for uses which are accessory to a business <br /> located in one municipality to be established under the regulations and approval <br /> processes of a different municipality. This is especially true in the present case <br /> where the proposed principal use (the bank) is located within a relatively restrictive <br /> zoning district with limited allowed uses and special review and design <br />
