COMPOSIT REPORT <br /> APPLICATION # <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5791. This proposed antique warehouse site is in an agricultural preservation area of the <br /> Town of Christiana. The site is currently a farm field with no development on-site. <br /> The relevant adopted town/county policy is: <br /> To allow some home businesses which will be reviewed on the basis of their present and <br /> probable future impact on surrounding land uses. In considering rezoning for such uses, <br /> conditions should be attached that assure: <br /> - proper business access <br /> - visual compatibility with surrounding area <br /> - restrictions on expansion or re-use. <br /> To rezone only the minimum area needed and use the least intensive zoning district possible. To <br /> limit the rezoning only for the original applicant. <br /> Comments: <br /> • An antique warehouse is not generally considered a home business, and C-1 zoning is for <br /> very intensive commercial uses, not home businesses. <br /> • There is a real access problem since this intersection is proposed for reconstruction in the <br /> next few years. Wisconsin DOT will be commenting in more detail on the highway design. <br /> • An antique warehouse does not appear to be visually compatible with the open farmland and <br /> creek which flows to the south. <br /> • This does not appear to be a good place to start such a business and, therefore, expansion <br /> would be less desirable. The C-1 zoning allows many very intensive commercial uses; <br /> therefore, any re-use with the C-1 could allow uses which would be totally incompatible. <br /> • While a small area is proposed for C-1 zoning, there are several conflicts with the adopted <br /> policy and the redesign of the highway intersection. <br /> Wisconsin Department of Transportation <br /> # 5791 - This parcel is also located along Hwy 12 & 18 which is being redesigned. <br /> The proximity of the C-1 area is of concern and the undefined location for the <br /> residential is of concern.
