It is my understanding that <br /> your Committee recently approved a conditional use permit <br /> application for Greg and Linda Reible for a separate living <br /> quarters arrangement for dependent person for a property located <br /> at 2070 Bonnie Lane in the Town of Pleasant Springs. It is <br /> my understanding that you did this without taking into account <br /> any input from the Town of Pleasant Springs and its residents, <br /> and without giving any such opinions any consideration at all . <br /> This has caused a great problem for the Town of Pleasant Springs <br /> Plan Commission and Town Board, which received a list of 71 <br /> signatures in opposition to the granting of this permit. The <br /> Plan Commission had further put this on their agenda and had <br /> many citizens show up to comment on the matter, to then learn <br /> that the Committee had then gone ahead and issued the permit <br /> without getting any input or commentary from the Town of Pleasant <br /> Springs . Our Plan Commission Chairman informs me that they <br /> acted promptly on the matter. <br /> I have reviewed the provisions of Section 10. 255 of the Dane <br /> County Municipal Code applicable to this situation, including <br /> in particular Subsection ( 2) (c) , which I feel may apply to <br /> this situation. The Code provides that the Town Board of the <br /> Town wherein a conditional use is proposed to be located "shall <br /> be given notice and opportunity to participate in the conditional <br /> use process" . It is not our idea of participation in the process <br /> to have you go ahead and grant the permit without ever having <br /> given the Town Board the opportunity to express an opinion or <br /> any comments. <br /> The applicable sections of the Code further provide that "the <br /> recommendations and findings of the Town will be advisory to <br /> the Committee" .
