COMPOSIT REPORT <br /> APPLICATION # .. 8 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS. <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5826. This proposed commercial area conflicts with the town/county adopted plan for the Town of <br /> Windsor. <br /> The site proposed for C-2 zoning is farmland, in a farmland preservation area of the Town of Windsor. <br /> There are three single-family homes to the northwest near the intersection of USH 51 and V. The C-2 parcel <br /> along V is used as a headquarters for a construction company. This use was established before there was a <br /> land use plan in the Town of Windsor. <br /> The relevant adopted objective for this proposal is: <br /> Prohibit new commercial and industrial development, except that which is directly dependent on <br /> productive agriculture,from locating outside the urban service area. <br /> Comments <br /> -This proposal is 3/4-mile outside the DeForest Urban Service Area. <br /> -There is no intent to extend urban services in this direction, since the town and village have agreed that <br /> Hwy. 51 is long-term community separation. The town intends for the area east of 51 to remain <br /> agricultural, while the village agrees not to propose any urban development east of 51. <br /> -There is no indication that the commercial sites are proposed for ag-related uses. The application simply <br /> indicates the reason for the rezoning is to create 3 commercial lots for sale. <br /> -This proposal conflicts with the general area--a farmland preservation area--and the specific objective of <br /> prohibiting commercial and industrial development outside the urban service area. <br /> CO.
