COMPOSITE• REPORT — Page 2 APPLICATION NO. 41..• L 7 eI07//4014 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 5869 - CUP 1125. This boarding stable is in a Rural Non-Farm Area of the Town of <br /> Verona where an objective is: "To preserve and enhance the rural character and visual beauty <br /> of the town." The Rural Non-Farm Area acknowledges the rural residential development of the <br /> area, with houses on all of the smaller parcels shown on the map. <br /> The corridor shown as a railroad to the west is actually the Military Ridge State Park Trail. <br /> The western portion of the proposed rezone area is a mapped and zoned wetland which <br /> continues west of the trail to the Sugar River. <br /> Due to the size of the site (18.1 acres), the applicant could have an unlimited number of his <br /> own horses on-site, but since boarding is involved, this rezoning and conditional use permit is <br /> required. <br /> The application indicates the stable currently has 23 stalls which probably involves 23 horses on <br /> an 18-acre site. On sites of less than 15 acres, owner are limited to one animal unit (horse) per <br /> acre. <br /> • Due to the environmentally sensitive nature of the site, there should be a limit of one <br /> horse per acre, or at least no expansion above the current number of stalls. <br /> • An erosion control plan is needed for the site, since all the stormwater flow is from <br /> east to west into the wetland over extensive areas of soil with no vegetative cover. <br /> • A manure disposal plan is needed with this many horses on a small site. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> O'T'HER <br />
