• <br /> Town of Montrose <br /> Regular Board Minutes <br /> Tuesday, September 1, 2015 <br /> Meeting was called to order by Chair Roger Hodel at 8:05p.m. <br /> Clerk stated for the record that notice had been posted according to Open Meeting Laws. <br /> Present: Chair Roger Hodel, Supervisors Dan Palmer and Randy Francois, Clerk Julie Bigler <br /> and Treasurer Jody Gerner. <br /> Others Present: Land Use Chair Tim Schmitt, Robin Mittenthal, Molly Freitag, Sara Klink, <br /> Jerry O'Brien and Jim Fahey <br /> Motion o made by Dan Palmer, seconded by corrected to Randy Francois and <br /> made unanimous by Roger Hodel to approve August 4, 2015 Regular Board Meeting <br /> minutes as read. Motion carried. <br /> Motion made by Randy Francois, seconded by Dan Palmer and made unanimous by <br /> Roger Hodel to approve August 2015 Treasurers report as read and pay all bills. Motion <br /> carried. <br /> Announcements: The town extends congratulations to Jack and Linda Everson on their 50th <br /> wedding anniversary and Gary and Janice Hageman on their 40th wedding anniversary. <br /> Upcoming dates: Budget workshop October 8th at 5:30 p.m., Budget Hearing November 3 at <br /> 7:45 p.m. before board meeting, Fire Annual Meeting will be September 28th and EMS Annual <br /> meeting will be October 13th. <br /> Tim Schmitt reported on the rezone for Robin Mittenthal. Land Use Committee recommended <br /> approval at the August 24, 2015 meeting. A couple of residents have concerns concerning <br /> potential parking and traffic problems. Mr. Mittenthal stated that he would be putting in a <br /> parking lot and would be willing to put up signs to indicate that the driveway is private and not <br /> used in conjunction with his business. Other concerns from residents were that the water level <br /> may be affected. Assurance was given that this is highly unlikely to lower water table as Mr. <br /> Mittenthal will be using a drip irrigation system. It was brought up that liquid manure that will <br /> be put on fields nearby may offend some people and the traffic on the road to Mr. Mittenthal's <br /> property may interfere with farm equipment that need to get to the fields if people park on the <br /> side of the road. Another concerned was the fence that will be used to keep deer out of Mr. <br /> Mittenthal's property. Mr. Mittenthal stated that it would be an eight foot fence, with the lower <br /> four feet being woven wire and the top four feet would be wire strands and not a chain link <br /> fence. He may also plant fruit trees by the fence or use it as a trellis for fruit vines. Discussion <br /> held on this property included the following: No residence would be able to be put on this <br /> property, when farming equipment are using the road, Mr. Mittenthal may be limiting his hours <br /> to avoid traffic congestion, may need setback is this is a organic business, there will be deed <br /> restrictions and the property would have to stay as A-B. <br />
