1 <br /> Land which does not require the <br /> development of a public road. <br /> Land which does not disturb or destroy any <br /> important natural features such as: <br /> significant woodland areas, wetlands, <br /> steep s lopes, etc. <br /> Comment : <br /> - The reason for the density policy (one dwelling unit per 35 acres) is <br /> to allow a limited amount of non-farm development , but preserve the <br /> productive farmland. The petition proposes to rezone the entire <br /> parcel regardless of use or value as farmland. The policy allows two <br /> dwelling units on the less productive land, not seven. <br /> - This land Is being used as productive farmland at the present time. <br /> There is corn, hay and some woods on the site. According to the <br /> application, 50% of the site Is cropland, 20% is pasture, 25% is <br /> woodland, 5% is other (presumably the farm buildings) . <br /> The soils on this 70-acre site, according to the applicant 's <br /> information, are 50% Classes I and II (the most productive) ; 15% Class <br /> III ; none in Class IV; and 35% in Classes V through VIII (the least <br /> productive for agriculture) . <br /> Another classification of agricultural soils used by the U.S. <br /> Department of Agriculture and incorporated in the Dane County Farmland <br /> Preservation Plan Is "Prime Farmland," or the most productive, and <br /> "Farmland of Statewide Significance," next most productive. According <br /> to this classification, the southern 24 acres along Enchanted Valley <br /> Road Is considered "Prime, " and the strip of DnC2 land to the north <br /> (approximately 11 acres) is considered of "Statewide Significance. " <br /> - This land area of at least 35 acres of farmland is of adequate size <br /> for farm fields and is gently sloped, allowing for easy access by any <br /> size farm equipment . <br /> - The proposed use not only conflicts with agricultural use, but will <br /> effectively end it on the site. If the rationale is followed that <br /> this area should be developed because there is other development <br /> nearby, approving this puts the next farm at risk, and the next , with <br /> no real rationale for where development ought to take place or which <br /> farmland ought to be preserved. <br /> - It has been argued that these lots can be created without development <br /> of a new town road, which is true, <br /> If the adopted density policy Is followed, two lots are allowed. <br /> These two lots could be created on the eastern portion of the parcel <br /> and not require any additional public road. <br /> - The soils along the southern part of the parcel , which are rated most <br /> productive for agriculture, have fairly slight slopes. However , the <br /> soils along the northern edge of the parcel have very steep slopes. <br /> 3 <br />
