This proposed quarry expansion is extending the existing quarry on <br /> the A-2 parcel . The applicant proposes to change the access from Easy Street <br /> to Schumacher Road. <br /> There is a potential' use conflict with the home on the RH-2 parcel to the <br /> southeast , and a home on the next lot south of that . <br /> In addition, the proposed CUP site Is adjacent to the Waunakee urban service <br /> area where the village Is planning for residential development (see attached <br /> aerial photo and Urban Service Area Map) . <br /> As you can see from the 1987 aerial photo, development within the urban <br /> service area was over one-fourth mile away. However , development has now <br /> begun less than one-fourth mile to the west of the site and there are plans <br /> for residential development of the whole "forty" within the next few years. <br /> This appears to be a major land use conflict--expansion of a quarry site next <br /> to a planned residential area. Since development within Waunakee Is <br /> proceeding prom west to east toward the CUP site, there may be a compromise <br /> position if the CUP site was reduced and a specific time limit was set for the <br /> operation, such as four years as suggested by the town. This would allow a <br /> complete public review at that time to determine whether to close the quarry <br /> or extend the time period again. Another useful condition, if this request is <br /> granted, is to provide specific blasting limits and notification of neighbors <br /> in advance of blast times and dates. <br /> T7 -v Corr r0/7—ioti c Ca P/0026 <br /> CUP 1026 - conditions (mineral extraction - Endres/Raemisch ) <br /> 1 . An executed agreement with the Town regarding the repair and maintenance <br /> of Schumacher Road. <br /> 2. Easy Street entrance closed and Schumacher entrance established. <br /> 3. Applicant & Town Board shall evaluate and determine acceptable blasting <br /> charge weights & other blast design techniques, such as delay and multi- <br /> ple row patterns which will provide the maximum practical relief. A <br /> seismograph shall be used during blasting to verify that blasting levels <br /> etc. , agreed upon are being adhered to. <br /> 4. Applicant representative/s & pertinent insurance agents shall inspect & <br /> verify the condition of existing homes within 1/2 mile, more or less. <br /> 5. The mineral extraction permit shall be for four years . <br /> 6. Applicant will provide a seven day advance written notice of any blasting <br /> to homes within 1/2 mile more or less. <br /> 7. Reclamation plan to county standards for the entire area, if possible. <br /> /O <br />
