4 p A*
June 14, 1993
John Reindl
217 S. Hamilton St. , Ste 400
Madison, WI 53703
Dear Mr. Reindl:
I am enclosing the packet of information I received from the D.I.L.H.R. attorney.
As you can see, this information does show the pattern of Mr. Rowley's complete
disregard for following local and state codes and regulations.
With the regulations on salvaging refrigerants in effect May 1, 1993, I called
DNR. Mr. Rowley at this time is not registered (but I will have to keep checking
back in case he does still register).
On 3-23-93 I spoke with Rogers Waste Oil Collection Facility and was told that
3 to 4 months previously Mr. Rowley brought in samples of oil from kitchen
refrigerators. Rogers Oil tested the samples and with the chemical content
the oil was to be handled as a hazardous waste, which Rogers Oil does not do.
On 5-13-93 I spoke with Linda Hanafeld (DNR) and she told me that she asked
Mr. Rowley in the last month or two and he said he does not remove or recycle
refrigerants of any kind at all. I am having difficulty with DNR at this time
as to who they believe as to whether Mr. Rowley is removing refrigerants or not.
But, it can be verified very easily by calling Rogers Oil Company.
Also, note on the second page of the enclosed DILHR documents. . . Mr. Rowley
told the fire department the salvage yard has no employees or public access.
Without one of these situations existing, the fire department or DILHR cannot
go on the premisis to do an inspection . Hopefully this will now be straightened
out.
If you have any questions on any of this, please call me.
Sincerely,
Helen Jaggi /4X-e- &-4;i17747,1?U
1643 Fritz Rd. The Attorney General's office said a summons would be going to Mr. Rowley
any day. But, it would take a couple months before a hearing would be
held if necessary.
