-2- <br /> 3. Appeal by Glen Wheeler from the denial of a permit for an <br /> Eight unit Apartment Building on. Lots 13 $ 14, Block 2 , Village <br /> iter of Windsor (First Street) . Permit denied for the reason that <br /> it is single family residentially zoned. <br /> ir. Wheeler stated that the circumstances of the second appeal <br /> were identical to those of the first. He mentioned that other <br /> multi-family units exist nearby, and that building up the <br /> elevation of the lots , which are comparatively low, would cause <br /> the water that now collects on them to run off. <br /> OPPOSED: Andrew Quam said the street "was not a place for it" ; <br /> that the street is not adequate , that there is no police pro- <br /> tection in Windsor, and that congestion would result, as well as <br /> an adverse effect upon his property. He stated that he had seen <br /> "water come down the street", that cars are parked in the street <br /> in an obstructive way, and that he wants to live in a rural <br /> community with peace and quiet. Mrs. Andrew Quam supported these <br /> views. Dick Ramminger said that the water does run on both sides <br /> of the street, and that building up the land elevation elsewhere <br /> would aggravate his own water problem. Russell Nelson said that <br /> a bad drainage problem does exist , and pointed out that playgrounds <br /> would be needed for the additional children. Others opposed and <br /> generally in accord with the preceding were: Solfest Kilen, Mrs. <br /> Palmer Fremo and Bert Quamme and Merlin Gasser of the Windsor <br /> Town Board. With no objection from anyone preset , the following <br /> communications expressing opposition to both petitions of Glen <br /> Nor Wheeler were taken note of by the board: 1. Letter signed by <br /> Mr. Elvred Mielke, Mrs. Elvred Mielde, and Mrs. Alma Hendricks. <br /> 2. Letter signed by Mrs. Marie Dahle. 3. Telephone call from <br /> Leroy Haug, received by Millard Erickson. <br /> OTHERS: None. <br /> REBUTTAL IN FAVOR; Glen Wheeler made the following points of <br /> argument: 1. Parking problems that now exist are caused by <br /> existing units that lack provision for sufficient off street <br /> parking space. His buildings would provide 1 1/2 parking spaces <br /> per unit , as required by the zoning ordinance. 2. There would <br /> be no difference in water drainage between a lot built up for <br /> an apartment building and one built up for a single family residence. <br /> REBUTTAL IN OPPOSITION: Andrew Quam reiterated his opposition. <br /> Some mixed discussion ensued, with no change in the positions <br /> of the respective parties. <br /> OTHERS: None. <br /> 4. Appeal by Aaron H. Neumaier from the denial of a permit for <br /> a Garage on Lot 12 , St. Dominic's Subdivision, Town of Roxbury <br /> (St. Dominic Street) . Permit denied for the reason that the <br /> south side yard is less than ordinance requirements. <br /> low <br />
