• COMPOSIT REPORT <br /> APPLICATION # ■ 5 7 7 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5577. The golf course (area to the south zoned RE-1) was approved a year ago in 1992 (Petition <br /> 5276). The golf course also fronts on Pioneer,Road and Tumble Down Trail to the southeast. <br /> The Dane County Farmland Preservation Plan for the Town of Middleton designates this area as an <br /> Agricultural Land Preservation Area. The relevant adopted policy is: "Only commercial uses clearly related <br /> to or needed to support agricultural production may be permitted in designated agricultural preservation areas." <br /> The policy goes on to discuss ag-related commercial uses such as grain storage, landscaping and nurseries, but <br /> not golf clubhouses. <br /> Other concerns with this site are: <br /> - It is immediately adjacent to an elementary school of the Middleton-Cross Plains School District. The <br /> school to the east was expanded within the past year. <br /> - Traffic conflicts would increase. CTH S is a Minor Arterial Highway according to the Transportation <br /> Plan, carrying increasing amounts of traffic between Madison and western Dane County. More <br /> commercial development will cause traffic conflicts, reduced speeds, and reduced capacity of the <br /> highway. <br /> - From a zoning standpoint, there is no direct connection from the RE-1 to the proposed B-1 area. <br /> - Many commercial uses are permitted in the B-1 District which would be even more incompatible at this <br /> location. <br /> - If for some reason this petition is approved, it should be conditionally rezoned and limited to only sales <br /> directly related to the golf course. There should also be a site plan showing the building, parking area <br /> and access to the highway, plus any fencing„ landscaping and other improvements to protect the safety <br /> of the school students. <br /> ENVIRONMENTAL HEALTH DEPT. (EHD) <br /> CO. HIGHWAY DEPT. <br /> Increased traffic will be limited to "seasonal use"; development will protect the <br /> separation between communities and storm runoff will less thaithat of a potential <br /> residential development. Developer fund highway improvements as determined by <br /> H&T Engineering; use is strictly limited to golf clubhouse and course and the <br /> existing sod farming operation. <br /> • <br /> • <br />
