- 5 -
When the question was asked of the Board at the 2/22/93 meeting
whether the de'sires of the area property owners who had signed the peti-
tion in opposition to rezoning residential property to commercial car-
ried any weight , Supervisor Vernon Pouge responded:
" A petition is relatively unimportant. I myself have
signed petitions that I regretted having signed within
a few days after signing" , rtr ,
Chairman Blaska was equally cavalier when he stated at the meeting
of 3/8/93 that in approving petition #5557, the Board had addressed the
primary concern of the opposition. He went on to state that the approval
of the petition was for the benefit of the neighborhood as it resolved
the expressed road safety concerns . Frankly, I was dumb-struck.by that
statement. Either the Chairman had not taken the trouble to brief him-
self of the concerns of the opposition as expressed in the first Board
meeting which he did not attend ; had not heard the concerns expressed at
the meeting of 3/8/93 ; or conviently disregarded the opposition) primary
concern - - i.e . , preserving the limits of commercially zoned property
as currently established.
The Staff Comments of the Regional Planning Commission(RPC) as they
pertain to petition #5557 was read at the 3/8/93 Board meeting and a
copy of the Comments given to the Boar a. Since the Committee will be in
possession of those comments, it is/$8dessary to dwell on those comments
which clearly outline the Town of Sun Prairie land use policy and the in-
compatibility of the proposed commercial usage envisioned by petition
#5557. It is, however, noteworthy to point out that the Board refrained
from commenting on the Staff Comments in approving petition j5557.
I sincerely regret the length of this letter , the strike-overs,
typos and any misspelled words that may inadvertently appear in it .
However , I felt compelled to attempt to apprise the Committee of a more
complete and factual understanding of what the full ramifications of
this particular rezoning petition fiasco entail:. .
Finally, it is my understanding that the Committee hearing and the
three Board meetings have been recorded on tape and are available to
the Committee for possible review.
Sincerely,
Erns' Conrath
