. 6/8/93 <br /> to: Zoning and Natural Resources Committee <br /> Dane County Board <br /> City-County Building #116 JON t, <br /> Madison WI 53709 <br /> copy: Dane County Community & Regional Planning Committ tNING of <br /> �NING piy, <br /> from: Arnold Harris, Stefanija Harris, Virginia R Cade, Oscar R Cade <br /> Mount Horeb WI 53572 <br /> re: Zoning petition #5644, 4175 County Rd J, Mount Horeb WI (Pine Bluff) <br /> Based on field inspection at the proposed site by the zoning committee members <br /> last Tuesday, June 1 , and further, on followup discussion with committee <br /> chairman Lyman Anderson, we welcome a compromise solution to the disputed <br /> zoning case cited above, based on the following principles: <br /> 1 ) Donald P Connors, the petitioner, should be permitted to split his <br /> existing 2.7 acre property into two parcels, Parcel A, which would include the <br /> existing house on the site, and Parcel B, in a configuration that include at <br /> least one acre for proposed Parcel B so that future construction of a single- <br /> family residential building would not be excluded automatically because of <br /> insufficient parcel size. <br /> 2) A deed restriction or special zoning provision should be entered for <br /> proposed Parcel B for purpose of confining the siting of any future <br /> construction to the lower (northernmost) part of the parcel at or near the <br /> bottom of the steep slope of Pine Bluff, so that any such construction shall <br /> be relatively close to the existing houses at 4165, 4175 and 4177 County Rd J. <br /> If any construction should be permitted partway up the north slope, a minimum <br /> 50 feet should be maintained between the highest point of the building and the <br /> bluff top immediately above the building site, as was done by home builders on <br /> the south slope of the bluff. The septic system for any such construction <br /> should be sited at the slope base. <br /> 3) The highway right-of-way conveyance bordering most of proposed Parcel B on <br /> the east side and which extends 150 feet around the inside curve of County Rd <br /> P, should be field-surveyed and clearly marked so that county-owned land is <br /> not infringed upon by future construction, and so that present ambiguities <br /> about the exact location of all parts of the right-of-way line are resolved. <br /> 4) Removal of or damage to trees and other natural vegetation on the north <br /> slope of the bluff should be minimalized, in order to maintain the present <br /> bluffside ecology, to protect the bluff from extensive soil runoff, and to <br /> avoid destruction of the natural vegetation on the neighboring properties. <br /> (e) - `��1 -L � _i3 r1]1L <br /> ri <br /> Le LA ki.n ddf <br /> Jy/2 /)() p <br /> OW-a:JP .3S'27 7 R� P MT, f/oee6 co, ?98 -9e33 <br />
