COMPOSIT REPORT ' <br /> APPLICATION # S4 8 . <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5686. This proposed use change is in an agricultural preservation area, outside the Stoughton <br /> urban service area in the Town of Rutland. <br /> Rezoning to R-1 is not a concern since a house already exists there. <br /> However, the balance of the C-2 zoned area is proposed to have the existing deed restrictions <br /> removed. The current limits are for a plumbing business and a feed and seed business. A plumbing <br /> business and a plant nursery are there now. The conditional rezoning was done to accomplish the <br /> adopted policy which is to limit any non-agricultural commercial or recreational use to small, rural- <br /> oriented businesses which provide services needed by residents of the town. <br /> The C-2 district allows many heavy commercial and industrial uses which would be incompatible at <br /> this location and conflict with policies. <br /> If the conditions are changed, they should be changed to a specific use rather than removing all the <br /> conditions.
