\\\\ow„„,,,„ <br /> Wisconsin Department of Transportation <br /> TRANSPORTATION DISTRICT 1 <br /> June 18, 1993 2101 Wright Street <br /> Madison, WI 53704-2583 <br /> LYMAN F ANDERSON CHAIRMAN <br /> DANE COUNTY ZONING AND <br /> NATURAL RESOURCES COMMITTEE <br /> 875 UNION ROAD <br /> OREGON WI 53575 <br /> Dear Mr. Anderson: <br /> SUBJECT: CONTRACTORS REQUEST FOR CONDITIONAL USE PERMIT <br /> Ziegler Pit - USH 12 - Middleton <br /> Relative to the Payne and Dolan, Inc. request for a conditional use permit (C.U.P.) to place <br /> a portable asphalt plant in the Ziegler Pit, and haul asphalt mix via USH 12 for the <br /> construction of the WisDOT project on STH 19 (Waunakee to Hwy 12), we offer the <br /> following concerns/viewpoint. <br /> The Department certainly recognizes the traffic safety issue on Hwy 12 from Middleton to <br /> Sauk City, but at the same time recognizes the legal right of highway contractors to haul <br /> materials for a WisDOT contract on a public highway. We also recognize the fact that <br /> denial of the C.U.P. for the asphalt plant will have no effect on the proposed hauling of <br /> crushed stone base course via Hwy 12 to the Hwy 19 project --as the Ziegler pit from which <br /> the base course will come, is already zoned to do that. <br /> In view of the above, if the C.U.P is granted, we will be taking extraordinary measures to <br /> mitigate the hauling/traffic safety concerns. Being considered at this time are: <br /> 1.) Construction, at the pit entrance on Hwy 12, of a NB acceleration lane for trucks, <br /> and a SB bypass lane for traffic while trucks are stopped waiting to turn left across <br /> traffic. <br /> 2.) Special signing, including variable message sign boards, alerting motorists of trucks <br /> entering/leaving Hwy 12 immediately ahead. <br /> 3.) Same as No. 2 at the Hwy 12 and 19 intersection. <br /> 4.) Other measures necessary as we determine from monitoring the situation. <br /> or,, <br />
