Peter Tolima, Environmental Engineer
Payne and Dolan. Inc. •
P.O. Box 1632 •
Waukesha, Vi 53187
SUBJECT: Relocation Request
Dear Mr. Tolima:
The Southern District Air Management program has reviewed your request for the
relocation of Payne and Dolan source #29. Your request speni.fied a location
of SW 114 of the NW 114, Section 35, T8N RAE, Town of Springfield, Dane County.
They have utilized a computer modeling program for particulate matter to
assist in determing whether or not there may be adverse environmental impacts
from this source. background concentrations of particulate matter In Dane
County are 75 micrograms per cubic meter and the predicted worse case
concentration would increase particulate matter by 2.5 micrograms per cubic
meter. The air quality standard for particulate matter iu 150 micrograms per
cubic meter. Therefore, the anticipated increase in particulate matter will
not adversely impact air. quality. The impacts from carbon monoxide and NO
are expected to be insignificant. SO2 modeling from the permit preliminary
determination show impacts are expected to be 163.1 micrograms per cubic .
meter, below the air quality standard of 365 micrograms per cubic meter
Therefore, the Department is approving this relocation with the following
conditions:
1) The stack height of the baghouse discharge be 40 feet. This is
the same height as indicated in your permit application.
2) The fuel contain no more than 1% sulfur, as stated in your permit.
3) Unpaved roadways shall be watered or treated whenever necessary to
suppress fugitive dust emisslonn.
4) Fuel oil use is not to exceed 880 gallons per hour.
m: I./!_ 14, ,. ...6-5 ._..
