Walnut Street Green Bay,WI 54301 <br /> Primrose: Six Standards of a Conditional Use Permit <br /> Provide an explanation on how the proposed land use will meet all six standards. <br /> 1. The establishment,maintenance,or operation of the conditional use will not be detrimental to or <br /> endanger the public health,safety,comfort or general welfare:The establishment, maintenance,and <br /> operation of the fixed wireless facility will not be detrimental or endanger the public.We feel these <br /> wireless services will enhance public safety and health.We believe these services will enrich the public's <br /> comfort and general welfare. By helping to make smaller communities economically viable for small <br /> businesses and keeping the desired quality of life with technological amenities. <br /> 2. The uses,values and enjoyment of other property in the neighborhood for purposes already <br /> permitted shall be in no foreseeable manner substantially impaired or diminished by establishment, <br /> maintenance or operation of the conditional use:The farming uses,rural values and quiet enjoyment of <br /> other properties in the immediate area will continue as before.The fixed wireless facility shall have no <br /> foreseeable effect on these being impaired or diminished by the establishment,maintenance or <br /> operation of the conditional use.The facility will be fenced. Once completed,there will be minimal <br /> inspections of the facility.There will be no noticeable increase in traffic and it does not make noise. <br /> 3. That the establishment of the conditional use will not impede the normal and orderly development <br /> and improvement of the surrounding property for uses in the district:The establishment of the <br /> conditional use will not impede the normal and orderly development nor the improvement of the <br /> surrounding properties.The setback nature of the facility, it being screened by woods and being <br /> approximately in the middle of the property,mitigate these. The proposed fixed wireless facility is set <br /> back 808 feet from Norland Road. It has a designed fall radius of 180 feet,which is on the subject <br /> property.The structure will be designed to stay within the fall radius of 180 feet in accordance with all <br /> TIA/EIA-222 Rev G standards and the current IBC standards that apply. <br /> 4. That adequate utilities,access roads,drainage and other necessary site improvements have been or <br /> are being made:Adequate electric power consisting of a minimum of 600 amp single phase service <br /> connected to a 3 meter H-frame is proposed.This is the only utility required presently and will be run <br /> along our 30'wide utility easement that follows the access drive.The 800'gravel access road will be <br /> constructed using an existing road bed off Norland Road.The 50'x 50'fenced in compound will have a <br /> gravel floor with a small concrete pad for outdoor cabinets will have adequate drainage. <br /> 5. Adequate measures have been or will be taken to provide ingress and egress so designed as to <br /> minimize traffic congestion in the public streets: Ingress and Egress from the fixed wireless site is via a <br /> 12'wide and 800' long gravel access road along an easement.The access road is just south of the <br /> owner's 685 Norland Road residence.We are using an existing road bed off of Norland.The closest <br /> other driveway is 950'north of the access road driveway. <br /> 6. That the conditional use shall conform to all applicable regulations of the district in which it is <br /> located:This conditional use permit shall conform to all applicable regulations in this A-1 EX Exclusive <br /> Agricultural District.The proposed conditional use will keep intact the desired intent of preserving farm <br /> land. It will meet all the standards of Primrose Township and Dane County. <br /> it 1 <br />
