Proposed Conditional Use Permit # 2335 <br /> In order for an applicant to obtain a Conditional Use Permit, the Zoning and Land Regulation Committee must <br /> find that all of the following standards are met for the proposed land use: <br /> 1. The establishment, maintenance,or operation of the conditional use will not be detrimental to or endanger the public <br /> health, safety,comfort or welfare. <br /> 2. The uses,values and enjoyment of other property in the neighborhood for purposes already permitted shall be in no <br /> foreseeable manner substantially impaired or diminished by establishment, maintenance or operation of the <br /> conditional use. <br /> 3. The establishment of the conditional use will not impede the normal and orderly development and improvement of the <br /> surrounding property for uses permitted in the district. <br /> 4. Adequate utilities,access roads,drainage and other necessary site improvements have been or are being made;and <br /> 5. That adequate measures have been or will be being taken to provide ingress and egress so designed as to minimize <br /> traffic congestion in the public streets;and <br /> 6. That the conditional use shall conform to all applicable regulations of the district in which it is located. <br /> Staff has prepared a list of conditions that may be used in order to meet the six standards as listed above to <br /> allow the conditional use on the property. Please note that the conditions may need to be changed or <br /> additional conditions added to address potential nuisances that may come to light during the public hearing. <br /> Dog/Cat boarding kennel, grooming, and training <br /> 1. Clinic hours shall be from 7:30am to 7:30pm. Emergency hours until 10:00pm on an <br /> as needed basis. <br /> 2. Uses shall be restricted to a veterinary hospital for large and small animals, dog and <br /> cat boarding kennels, grooming, canine daycare and training facilities. <br /> 3. The amount of dogs and cats kept for kenneling and/or daycare purposes shall be no <br /> more than 50 animals. <br /> 4. The outdoor play area will be located on the west side of the building as designated <br /> on the presented plan. The animals in the play area shall be attended at all times. <br /> The activity area shall be screened with a minimum of 3-foot tall evergreen shrubs <br /> spaced 7 feet on center. The hours of the outdoor small animal exercise area shall <br /> be limited to 6:30am to 7:30pm. <br /> 5. The outdoor exercise/training area shall be located on the east side of the building as <br /> designated on the presented plan. <br /> 6. Outside loudspeakers shall be prohibited on the property. <br /> Pasturing of large animals (keeping of livestock being an agricultural use) <br /> 1. The pasturing of large animals shall be permitted in the designated pasture area. <br /> 2. Owner/Operator shall be responsible for instituting and complying with a nutrient (manure) <br /> management plan written to NRCS 590 standards and approved by Dane County Land <br /> Conservation. <br />
