In any case, access geometry must be approved by the Dane <br /> County highway & Transportation Department. <br /> Other Considerations <br /> CTH "MM" is a Class A highway, designed and maintained to accommodate legal load <br /> limits. The HMA surface is in good condition, the ride is good and there are no visible <br /> signs of serious degradation. The shoulders are paved which greatly reduces edge <br /> distress. I see no reason to anticipate a sudden or severe impact on the overall <br /> condition of the pavement. <br /> CTH ""MM" is a controlled access highway meaning that where the speed limit is 45 <br /> mph and over, no more than 6 accesses per side are permitted at a minimum 600-foot <br /> spacing. Referring to the profile drawings (Exhibit C) and applying the access <br /> ordinance, there can be no additional driveways on the west side of CTH "MM" <br /> ,rr between the future Marcie Drive and the private entrance located 900 feet north of the <br /> Kahn driveway. <br /> On the east of CTH "MM" there can be no additional driveways across from the <br /> proposed site. Fewer driveways mean fewer locations for speed adjustments and <br /> reduced odds for mishaps. <br /> Conclusions <br /> 1 . CTH "MM" is a basic commuter route with a heavy northbound peak in the morning. <br /> 2. Average daily traffic is over 5,000. <br /> 3. Normal travel speeds through the area are not excessive. <br /> 4. Projected activity of the proposed land use will cause an approximate 2.7 percent <br /> increase in overall traffic from 8:30 am to 5:00 pm weekdays. <br /> 5. Both the current access and the proposed relocation have adequate sight distance. <br /> 6. Access can be constructed to safely move trucks on and off CTH "MM". <br /> 7. Additional right-of-way may be required to construct new access geometry. <br /> 8.
