Bisgard: <br /> As a seven-year resident of this neighborhood, I would like to go on record as opposing <br /> the request for a conditional-use permit and rezoning by Mr. and Mrs. Schanke. <br /> Although the towns of Oregon and Rutland (which adjoin in our neighborhood) are pre- <br /> dominantly rural, the address in question is definitely located in a residential setting. Park- <br /> ing the semi tractor-trailer in that setting detracts from the attractiveness of this upscale <br /> neighborhood and has the serious potential of devaluing adjoining properties. <br /> The area in which the Schankes wish to legally park the semi tractor-trailer is not iso- <br /> lated township farmland. It is a neighborhood with homes in close proximity ranging in <br /> value from $85,000 to $280,000 — all within earshot of the refrigeration unit and/or trac- <br /> tor motors running at all hours. An overwhelming majority of residents in this neighbor- <br /> hood feel the value of their property is threatened by allowing an independent hauler his <br /> own truck terminal in their neighborhood. <br /> Beside the aesthetic and property-value considerations, there is already evidence of <br /> damage to the road bed on the cul-de-sac where the rig is sometimes parked. <br /> Continued travel by this oversize vehicle on our asphalt residential streets will undoubt- <br /> edly cause further road deterioration, especially during spring-thaw periods, at a substan- <br /> tial cost to the towns, county — and taxpayers. <br /> For these reasons I see no compelling justification for the zoning change to accommo- <br /> date the semi tractor-trailer. Other independent truckers living in residential settings are <br /> able to rent drop-off space for a very nominal monthly fee.
