January 11, 1991
Town of Vienna Board
7161 County I
DeForest, WI 53532
Dear Sirs:
The recent developments surrounding the proposal of the Flying J
Corporation to develop commercial property owned by Chris Evans in
the Town of Vienna troubles us greatly. We appreciate the
opportunity to voice our opinions in writing to the Vienna Town
Board.
We are heartily in favor of development of the commercial property
in the Township. This development should occur with thoughtful
consideration to the impact it will have on the immediate vicinity
and existing businesses, and in a broader sense, on the DeForest
area in general. Commercial development such as light
manufacturing and family oriented motels with meeting facilities
are examples of facilities compatible with existing businesses.
These developments do not have overwhelming impact on traffic
patterns and the surrounding environment and would complement
existing businesses. We would recommend pursuing these type of
businesses rather than a high impact enterprise such as the Flying
J Travel Plaza.
The statement that has consistently been made by members of the
Town Board has been "let' s gather all the facts" before decisions
are made regarding this enterprise. We agree with this reasoning
as it applies to traffic patterns and major road construction, the
effect this business will have on local taxes, police, fire, and
EMS services and gathering DOT references from other sites. We do
believe, however, there are some "facts" that are clear.
First, this business will have a definite impact on the amount of
crime in the area. The company admits that prostitution and drug
trade will occur at their place of business. A representative-of _ -
the Dane County Sheriff ' s Department states clearly that
prostitution will be a continuous problem no matter how much lip
service the company gives to security, and drug traffic will occur
through the CB radio which is completely beyond the control of
Flying J. Separating truck and car traffic only serves as a public
