/ r • <br /> 0 <br /> Petition 5229. This proposed non—farm residential parcel is in an <br /> agricultural preservation area of the Town of Dunkirk. The adopted <br /> town/county policies are: <br /> "Non—farm residential development will be restricted to those <br /> areas with soils not classified as prime farmland or those of <br /> statewide importance (as shown on maps) : <br /> — Land located such that there would be no possible conflict with <br /> the surrounding agricultural uses. <br /> — Land which does not require the development of a public road. <br /> — Land which does not disturb or destroy any important natural <br /> resources and features such as significant woodland areas, <br /> wetlands, steep slopes, etc. <br /> The minimum lot size shall be one acre. " <br /> Comments: - <br /> — The soils are rated as "prime farmland" by USDA on the western <br /> half of the parcel , while soils on the eastern portion are less <br /> productive. The eastern end is actually a wooded hillside with <br /> slopes of 12 to 20%. <br /> — The proposal is located 1/4 mile south of the farm buildings and <br /> major farming activities which conflict with residential use. <br /> The land is along the railroad track, away from neighboring <br /> farming operations. <br /> — This parcel is 1/4 mile away from the nearest public road. If <br /> this parcel is to be separated from the farm it should front or <br /> abut on a public road as required by the land division <br /> regulations. This parcel Is not subject to the land division <br /> regulation since it is larger than 15 acres; however , the same <br /> principle applies that you are creating a non—farm parcel . <br /> — As noted in the soils discussion, the eastern portion of this <br /> parcel is a wooded hillside with relatively steep slopes. <br /> According to the Soil Survey of Dane County (McHenry Silt Loam <br /> 12-20% slopes) , "This soil has a very severe hazard of erosion. " <br /> Thus the parcel has prime farmland, which the plan proposes to <br /> protect , and it has wooded steep slopes with very severe hazard <br /> of erosion. <br /> This does not appear to meet the criteria for non—farm residential <br /> rezoning. <br /> 3 <br />
