Township of Dunkirk
DANE COUNTY
STOUGHTON,WISCONSIN
Dane County Ag Zoning Committee FEB 2 1 1992
ATTN: Mr. Norbert Scribner
City County Building G ; ,,
Madison, WI 53709 ZONING DIV.
RE: Rezoning petition *5229 and Dane County Regional
Planning comments.
Dear Mr. Scribner and Committee members, _
The Town Board of Dunkirk and the Town of Dunkirk
Planning Commission reviewed the above referenced petition
prior to granting approval .
It appears that Dane County Regional Planning proposes
to be the interpreting agent for enforcement of the Town of
Dunkirk' s land use plan. The plan clearly states it is to
be used as a guildline and is not meant to be a rigid, fixed
document which will not allow balances to be struck. As one
looks at the maps referred to by Regional Planning it becomes
quickly evident that almost the entire town is classified as
prime agriculture or agricultural land of statewide importance.
If this is strictly enforced , not only will there be no rural
rural home district construction, farmers who have been given
certain rights to parcel under the plan will surely be denied
those rights.
To answer Regional Planning ' s other comments: •
The town planning commission and the town board sees no
conflict with surrounding agricultural uses .
The town planning commission and the town board sees no
need for the development of a public road as part of this
rezoning request.
The town planning commission and the town board see no
land being destroyed or natural resources damaged by this
rezoning request.
The minimum lot size requirement of 1 acre is being met.
The purchaser of the property intends to seed the tillable
acreage in alphalfa which is an excellent cover crop and is
one of the best controls of soil erosion. The tillable land
is currently row cropped in corn.
It should be clearly understood that the rezoning request
will allow the construction of one single family residence.
The RH=4 rezoning designation was looked at favorably by the
town because of the restrictions on number of animals and
certain other. building restrictions. However, the A-2 zoning
designation would fit this request as well and by its state-
ment of purpose be compatible with other rural uses and would
CHAIRMAN-WILLIAM D.OLSON TREASURER-BONNIE K.SMITHBACK
SUPERVISOR I-ERIC J.QUAM ASSESSOR-DONALD HEGGESTAD
SUPERVISOR II-JERRY J.SELLERS CONSTABLE-EDGAR ALME
CLERK-TIMOTHY C.KLONGLAND
