King Blvd., Rm 116 <br /> Madison, WI 53709 <br /> Dear Members of the Dane County Zoning Committee <br /> RE: Conditional Use Permit Request (#979) by David & Ann Manthe, Town of Windsor <br /> While both my husband and myself have roots to small dairy farming business enterprises (my husband is a <br /> local CPA with several farm related business for clients and I was born and raised on a dairy farm in Clark <br /> County), and do support their effort and admire their struggle to survived we object to the parking of trucks <br /> for the following reasons: <br /> As we understand, zoning was created to control land use in a reasonable way. We counted on the <br /> existing land use control (residential zoning) when we purchased our home at 4582 Oak Springs <br /> Circle 14 years ago. Now a new resident with an existing business wants to change our area and <br /> their residence into a truck parking lot. <br /> The current zoning existed when the Manthes purchased their lot at 4599 Oak Spring Circle, <br /> Deforest Wis. I believe a reasonable approach would have been to consider the residential zoning <br /> limits before purchasing this lot and building a very nice home. <br /> The milk trucks are large bulk tankers. They are in full view from our living, dining and family <br /> rooms. They do not enhance the residential pastoral view present when we purchased our home. <br /> We see no reason to start allowing commercial development in this area, there seems to be available <br /> commercial areas in the Villages of Deforest and Windsor. We understand, that when Manthes lived <br /> in Arlington, Wis., they parked these vehicles away from their residence. In fact, being familiar with <br /> their actions there, we expected them to follow this same pattern when moving to our fine, purely <br /> residential neighborhood. <br /> Further, if this conditional use permit is granted, how can another person be denied a similar request. <br /> In fact, a couple of years ago, a home owner only two blocks north of the Manthe home was parking <br /> the "tractor" portion of his moving rig at his home. Will that home owner (small business) petition <br /> for a conditional use permit on what basis could it be denied? <br /> The effect of allowing conditional business use of residential property will surely have a negative <br /> affect on the value of homes in the Oak Springs development. I don't think it is a fair situation to <br /> disperse to your constituents because someone didn't consider the ramifications of moving the <br /> "family business" into a residential zoned area. <br /> We object to the permit for limited family business to allow two (2) single axle trucks to be parked outside <br /> garage when not hauling milk. Please place this letter in the minutes of the April 14, 1992 Dane County <br /> Zoning Committee Meeting. <br /> Thank you in advance for your consideration of our opposition to this request for the conditional use of 4599 <br /> Oak Spring Circle as a "Truck Parking Lot." <br /> Sincerely, <br /> George and Kathy Long; 4582 Oak Spring Circle; Deforest, Wis. <br />
