e <br /> N <br /> The soils are rated as "prime farmland" as defined by the <br /> USDA. The primary soil according to the Dane County Soil <br /> Survey is Troxel silt loam, 1 to 4 percent slopes (TrB) . This <br /> soil is in drainageways and small draws. Areas of this soil <br /> are elongated tracts 3 to 35 acres in size. <br /> This soil is suited to row crops, small grain, and hay. It is <br /> subject to frequent flooding of short duration. The hazard of <br /> erosion is moderate. Gullying Is especially difficult to <br /> control . The main concerns of management are control of <br /> flooding and erosion and maintenance of the organic matter <br /> content and tilth of the surface layer . Capability unit Ile- <br /> 5; woodland suitability group 201 . <br /> 2. The site is 16 acres in size; however , it is part of a 180- <br /> acre farm. Sixteen acres is not small as a farm field in this <br /> area. <br /> • <br /> The smaller residential parcels to the north were divided <br /> prior to plan adoption by a separate owner . A crop was raised <br /> there in the last growing season, so it is not inaccessible to <br /> farm machinery. <br /> 3. There are no farm buildings in the immediate area to cause use <br /> conflicts, but the proposal does remove a usable field from <br /> the farm. <br /> 4. With the soil conditions and crop history, the land is <br /> workable. <br /> 5. The parcel fronts on an existing town road and safe access is <br /> not an issue. <br /> 6. The proposal primarily removes productive farmland, but does <br /> not destroy other important natural features. <br /> 7. The policy requires all policy criteria to be met . This <br /> proposal conflicts with three major criteria: <br /> - It is productive farmland and a major objective of the plan <br /> is to preserve productive farmland for continued <br /> agricultural use. <br /> - This is a separate field, but it is large enough for <br /> cropping. <br /> - The land is "workable" with "prime farmland" soils and a <br /> corn crop raised in the past growing season. <br /> Thus, there are major conflicts with adopted Farmland Preservation Plan <br /> policies. <br /> 2 <br />
