2. This proposal conflicts with the density policy, which would <br /> allow for 2 non-farm residential parcels, not 15. <br /> a. Most of this 80-acres parcel is productive farmland. Most <br /> of the soils near the highway are defined as prime farmland <br /> by USDA, while there are less productive soils to the east . <br /> However , less productive soils do not mean that an area <br /> should be developed. <br /> b. An 80-acre area Is clearly large enough for farming and <br /> cropping, not as a single unit , but as part of a larger <br /> farming operation. <br /> c. A plat in an agricultural area often brings conflicts with <br /> adjoining farmers operations. <br /> d. The land is gently rolling and does not appear to present <br /> slope concerns. <br /> e. The site is primarily farmland which has been cropped. Some <br /> of the soils on the eastern part of the site are low and <br /> have very severe limitations for the installation of septic <br /> tank soil absorption systems. However , there are no <br /> delineated wetlands on the site. <br /> In summary, this 80-acre parcel of farmland is proposed to be <br /> developed Into a 15-lot residential plat , clearly in conflict with <br /> adopted plan policies. <br />
