Bruer, Stewart, Golden, Szwaja, <br /> I D NUMBER 8-87 <br /> Heidt, McFarland, Wallner, Bigelow, Gonzalez, <br /> Bauman, Miley, Lufler, Zipperer, Shivers, Bowser, <br /> Trachtenberg, McGuire and Mayor Soglin <br /> • <br /> WHEREAS, segregation of any population group to specific locations may be <br /> detrimental to the welfare of people within the City, including the particular <br /> group, by impeding social and economic interactions between all segments of the <br /> • community, and <br /> WHEREAS, it is a goal of the City of Madison, as stated in the City' s Land <br /> Use Plan and Fair Share Housing Plan, to promote integration of diverse racial, <br /> income, disability and other groups which occur among its population, and <br /> WHEREAS, a goal of the City is to enhance and permit an individual' s choice <br /> in where they chose to live, a goal codified and required in Federal law and <br /> local ordinance which provide for equal treatment and prohibit discrimination, <br /> and . <br /> WHEREAS, choice in housing for certain distinctive residential living <br /> arrangements and diversity in the location of available housing stock are both <br /> essential to the achievement of these municipal goals, and <br /> • WHEREAS, the City of Madison has within it state-licensed, community-based <br /> residential facilities, a type of living arrangement defined in S46.03 State <br /> Statute which are dispersed throughout the area, and <br /> WHEREAS, the City of Madison has within it emergency and transitional <br /> facilities for homeless persons which have tended to concentrate in areas with <br /> less expensive housing including census tracts 17 and 19, and <br /> WHEREAS, there is a perception in these neighborhoods that there is in <br /> fact, a concentration of such places which, in and of itself, impedes the social <br /> integration of residents of emergency and transitional housing into these <br /> neighborhoods, and <br /> WHEREAS, the City of Madison has within it publicly-assisted housing which <br /> 1 i1 <br />
