To the Members of the Dane County Zoning Committee:
This letter of transmittal is for the request of
conditional use permits for lighting for the outdoor
volleyball courts and the sale of alcoholic beverages at
Hare's Towne Bowl.
The property which requires the conditional use permit
is presently the location of outdoor sand volleyball courts.
The first conditional use permit is required for the addition
of outdoor lighting of the volleyball courts to facilitate
post daylight volleyball playing. The lights would only be
used from dusk until approximately 10:00 pm. The second
conditional use permit required is for the sale of alcoholic
beverages to the volleyball league's participants and
observers (over the age of 21) . The beverages will be served
from a covered pavillion in the picnic area adjacent to the
volleyball courts.
The property in question is an area of 155 x 85 feet ,
located at the west end of the bowling center, surrounded on
the south and west by the facilities parking lot, on the
north by a corn field and on the east by the bowling center.
The nearest neighbor to the proposed site is .5 miles away
and as previously stated, the lighting would be used only
from dusk to approximately 10:00 pm. Taking all of these
considerations into account, we feel the site is sufficiently
situated for use of evening lighting.
The suitability of the property for the sale of
alcoholic beverages are the considerations of location in
addition to customer safety and convenience. The location
where the alcoholic beverages are to be served is contained
to the picnic and volleyball area. Our major concern lies in
our customers running across the parking lot to obtain
beverages within the center itself. This creates several
problems. One problem is the safety of the persons running
across the parking lot. Secondly, safety becomes an issue
when they take out glassware to the court area. The
bartenders try to monitor this but it still remains a
problem. Thirdly, not serving beverages out by the court
area creates the potential of many people trying to carry-out
alcoholic beverages from the bowling center. Lastly, we
would like to provide all of the amenities for our customers
as convenietly as possible within the volleyball court area.
An atmosphere conducive to safety, enjoyment and convenience
supports our reasons for the suitability of this property for
the sale of alcoholic beverages within the volleyball court
and picnic area.
•
