KELLY, EXECUTIVE DIRECTOR (608) 849-5930 <br /> fax: (608) 849-5939 <br /> April 2, 1992 <br /> Dane County Land Regulation & Records <br /> Room 116, City-County Building <br /> Madison, WI 53709 <br /> RE: REQUEST FOR CONDITIONAL USE PERMIT <br /> The Women and Children With Special Needs (WCSN) Foundation, a <br /> Wisconsin non-profit corporation, requests approval of a conditional use <br /> permit to operate a residential treatment center for women in the Yahara <br /> Center located at 5606 River Road in the Town of Westport, Dane County. <br /> The Foundation will also operate a day care center for the children of any <br /> women who are clients of the center. The name of the treatment center is <br /> the Vennebu Center. <br /> The Yahara Center and the 50 acres on which it is located is currently zoned <br /> as a R-1 Residence District. The WCSN Foundation proposes to operate its <br /> program as a Community Based Residential Facility (CBRF), licensed by the <br /> State of Wisconsin, Department of Health and Social Services. This <br /> community living arrangement of nine or more persons is a conditional use <br /> permitted in the R-1 Residence District. The day care center will operate <br /> under the provisions of HSS 55, Wisconsin Administrative Code. This state- <br /> licensed child care center will administer care to less than 20 children. <br /> Please note that conditional use permit #887 was previously approved for <br /> the Community Based Residential Facility but expired in November 1991. <br /> Conditional use permit #919 was also previously approved for the operation <br /> of the day care; this permit expires April 1992. Due to a delay in finalizing <br /> the financing, the center was not opened, and no clients were served. As a <br /> result, re-application for a permit is being made at this time under the name <br /> of the new financial structure, the Women and Children With Special Needs <br /> Foundation. Because the residential treatment program and the day care <br /> center will be housed in the same location and will run concurrently, we <br /> have been advised that only one permit will be necessary. <br /> WCSN plans to lease the Yahara Center from the Adult Christian Education <br /> Foundation and begin operating the Vennebu Center in June 1992.
