Besadny TELEPHONE 608-273-5950
Secretary
July 21, 1992 FILE REF: 3600
Dane County Zoning and Natural Resources Committee
c/o William Fleck
Room 116, City-County Building
,
Madison, Wisconsin 53709 ,JUL 1992
ZONING WV.
Dear Committee Members:
Fisheries Management of the Department of Natural Resources has reviewed a
copy of the proposal to rezone 73 acres of land along the north side of
Cherokee Marsh from agriculture to commercial for the purpose of retail
outlets, fast food, shopping, or a strip center. The Department of Natural
Resources requests that your committee deny this rezoning proposal because it
is incompatible with the protection of Cherokee Marsh.
This property lies entirely within the boundary of the Cherokee Marsh Fishery
Area. The Cherokee Marsh Fishery Area was established to enhance fisheries
and wildlife populations while perpetuating the scenic and aesthetic qualities
of Cherokee Marsh, the Yahara River, and Lake Mendota. Clearly the proposed
development of this rezoning proposal is not consistent with these goals.
In addition to the Fishery Area Master Plan, the Department participated in
the Long Range Plan for Cherokee Marsh that was adopted in 1981. This plan
recommends a buffer of upland surrounding the marsh be protected. A large
percentage of the property included in this petition is within the boundary
defined in that plan and includes a significant amount of designated wetland.
The property proposed for rezoning may also contain archaeological sites. The
Department of Natural Resources was made aware of these sites during the
master planning process. According to a letter we received from the State
Historical Society, there are three known sites in the north one-half of
Section 6 and great potential for other sites to exist. I would like to
request that your committee contact the State Historical Society if you have
not already done so in regard to this rezoning request.
