ATTACHMENT B <br /> POLICY FRAMEWORK FOR BURKE AREA LAND USE AND DEVELOPMENT ( EXCERPT ) <br /> RECOMMENDATIONS FOR LAND USE AND DEVELOPMENT IN THE BURKE AREA <br /> General Policies <br /> 1 . Land use and development are to be consistent with adopted county plans, <br /> including the Dane County Regional Development Guide and the Dane County <br /> Water Quality Plan. <br /> 2. Development Is to be concentrated In the Windsor , Sun Prairie and Central <br /> Urban Service Areas, and the Burke Limited Service Area. Provision of <br /> services within these areas is to be staged to provide for compact <br /> development at urban densities. <br /> 3. Phased expansion of urban service areas Is allowable based upon <br /> projections of need and infill , and subject to detailed local planning and <br /> provision of a full range of urban services In accordance with criteria <br /> for urban service area amendments. Staging of urban service area <br /> expansions Is specifically encouraged to promote contiguous, Incremental <br /> expansion adjacent to existing development . <br /> 4. Open lands which are not Included In urban service areas are to be held In <br /> long term agricultural or permanent open space uses. <br /> 5. Plans for permanent open space in the Burke area which guide this <br /> agreement Include: the Cherokee Marsh Long Range Plan, Dane County Parks <br /> and Open Space Plan, Madison-Sun Prairie Agreement for USH 151 Corridor, <br /> Dane County Greenspace Plan, and the Madison and Sun Prairie Peripheral <br /> Development Plans. <br /> Land Use Recommendations <br /> Planning Area 1: This is a long term agricultural and permanent open space <br /> preservation area. Most of the planning area lies within the Cherokee Marsh <br /> Long Range Plan boundary and Is designated for public acquisition as permanent <br /> open space. <br /> The agricultural lands within the planning area are designated to remain In <br /> long-term agricultural use and are specifically not designated for urban <br /> service area expansions or for further subdivision. <br /> 7 <br />
