Fleck; <br /> The Windsor Town Board and Plan Commission have reviewed the <br /> proposed rezoning (petition #5398 ) and wish to make the following <br /> comments for the record: <br /> Appropriate commercial development is much needed in the Windsor <br /> area and while this site is in the Town of Burke, it is also within <br /> the DeForest Area School District . Expansion and enhancement of <br /> the school district ' s tax base also has benefits to the Town and we <br /> therefore endorse the concept in principle . <br /> With that said, however , there are several caveats that must be <br /> attached to this site and its development . <br /> 1 . Deed restrictions should be imposed to protect the Cherokee <br /> Marsh area from filling and to assure pollution control of <br /> storm water run off . <br /> 2 . Commercial uses should be stringently reviewed and limited so <br /> as to not compromise the character of the area, in terms of <br /> appearance , activity and traffic circulation. This entails <br /> deed restrictions articulating unified site design, building <br /> construction etc . <br /> It is our opinion that commercial development of this site is <br /> premature given its location in the metropolitan area. To permit <br /> unregulated development of this area would be irresponsible as <br /> there is a high probability that such retail development will not <br /> be viable; a vacant site is preferable to an abandoned shopping <br /> center . The site should be reserved or planned for future <br /> development , however . <br />
