That the establishment, maintenance, and operation of the proposed conditional use will not be detrimental to or en- <br /> danger the public health, safety, morals, comfort or general welfare. <br /> 2. That the uses, values and enjoyment of other property in the neighborhood for purposes already permitted will not be <br /> substantially impaired or diminished by the establishment, maintenance and operation of the proposed conditional use. <br /> 3. That the establishment of the proposed conditional use will not impede the normal and orderly development and im- <br /> provement of the surrounding property for uses permitted in the district. <br /> 4. That adequate utilities, access roads, drainage and other necessary site improvements willsom6 be made. <br /> 5. That adequate measures willumme be taken to provide ingress and egress so designed as to minimize traffic congestion <br /> in the public streets. <br /> 6. This use will not benefit the needs of either the residents or the agricultural activities in the area. <br /> 2. There are not other locations available for this use. <br /> 3. The land to be occupied by this use is not productive agricultural land. <br /> 4. Public services needed by this use are not available. <br /> 5. Public services needed by this use can not be furnished without becoming an unreasonable burden on the taxpayers. <br /> 6. The applicant and the Town Board shall evaluate and determine acceptable blasting charge weights and other <br /> blast design techniques, such as delay and multiple row patterns which will provide the maximum practical re- <br /> lief. A seismograph shall be used during blasting to verify that blasting levels, etc., agreed upon are being <br /> adhered to. <br /> 2). The applicant and the Town Board shall determine acceptable roads and truck routes. <br /> 3). The applicant's representative/s and pertinent insurance agents shall inspect and verify the condition of • <br /> existing homes within 1/2 mile, more or less. <br /> 4). The applicant shall assume responsibility for any damage to roads or buildings which is caused by the mineral <br /> extraction operation. <br /> 5).
