VARIANCE-APPLICATION FOR WASTE OIL COLLECTION FACILITY AT 902 WHEELER ROAD OWNER OF PROPERTY: City of Madison 210 Martin Luther King Jr. Blvd. Madison, WI 53710 A parcel of land located in the Southwest 1/4 of the Southwest 1/4 of Section 24, Town 8 North, Range 9 East, Town of Westport, Dane County, Wisconsin, more fully described as follows: Commencing at the Southwest corner of said Section 24; thence North 01°15'38" East, 33.00 feet to the point of beginning; thence South 89°45'08" East, 594.00 feet; thence North 01°15' 38" East 1328.40 feet; thence North 89°45'08" West, 594.00 feet; thence South 01°15'38" West, 1328.40 feet to the point of beginning. More specifically, the existing waste oil collection site is located in a 120 foot by 120 foot area of the extreme Southwest corner of said Section 24, Town of Westport. For more than eighteen (18) years , the City of Madison has maintained a public waste oil collection facility at the Northeast corner of the Wheeler Road - School Road intersection. In order to be in compliance with the more stringent EPA and State of Wisconsin regulations governing waste oil collection tanks, the City has recently upgraded this facility by installing a steel secondary containment structure. While this type of secondary containment structure provides protection from any potential tank leakage and user spillage, it also acts as a collector for storm water. The combination of storm water and even small , amounts of waste oil in the secondary containment structure has become a serious and costly problem. The City proposes to construct a roof/canopy structure over the existing tank and containment box. The primary purpose of the roof/canopy will be to minimize the storm water accumulation problem in the containment box. At the same time, it should improve the overall appearance of the facility. The City of Madison feels that several factors should be considered in making a determination as to whether or not a variance is justified for this particular site. The Wheeler Road - School Road waste oil collection facility is and has been extensively used by the general public primarily due to its visibility and accessibility. Relocation of this facility would effectively diminish it's visibility and accessibility with the end result being a reduction in public utilization of the site. It should be emphasized that implementation of the proposed improvement at this site would not preclude future relocation of this facility in the event of additional right-of-way acquisition and/or street expansion.
