Applicant has portion of lawn that was former sunken <br /> garden which is now in ruin. <br /> 2) . Proposal is to erect retaining wall, fill in former <br /> garden, match adjoining contours and re-establish lawn. <br /> 3) . Project and retaining wall certification by Timothy <br /> Close, Professional Engineer. <br /> CONCLUSION: <br /> 1) . The project as planned, with specified conditions; will <br /> not result in substantial detriment to navigable waters by <br /> erosion, sedimentation, impairment of fish or aquatic life, <br /> or safe and healthful conditions . That a `double line of silt fencing be placed at the <br /> flood zone boundary and at the toe of the slope of the <br /> filled area. <br /> 2) . That plans and specifications be prepared by a licensed <br /> engineer within the scope of the application, and filed with <br /> the Zoning Department before commencement of any <br /> 3) .
