Applicant proposes on-premise sign in an area congested <br /> with signs which pre-date existing sign ordinance. <br /> 2) . Property is surrounded by lands within the City of <br /> Madison. <br /> 3) . Space utilized by applicant is leased until new <br /> accommodations available. <br /> 4) . Locating sign at required setback still affords <br /> visibility to passing traffic. <br /> CONCLUSION: <br /> Setback: 1) . Unnecessary hardship was not proven. <br /> Distance from Intersection: 1) . Variance preserves the <br /> zoning ordinance as much as possible without injustice to <br /> applicant. <br /> 2) .
