Appeal by American Family Insurance Company for a <br /> variance from required Airport Height Limitation as provided by <br /> Section 78.03 to permit construction crane above flightpath <br /> limit at 6250 American Parkway in the SW 1/4 NE 1/4 Section 15, <br /> City of Madison. <br /> IN FAVOR: K. McWilliams OPPOSED: --- COMMUNICATION: FAA, <br /> Department of Transportation <br /> ROSS/LONG to grant, with conditions, variance Dane County <br /> Regional Airport of 102 feet from required maximum height of <br /> structures to permit construction equipment within airport <br /> height limit. <br /> Conditions: <br /> 1) . The temporary structure (crane) will be marked and/or <br /> lighted in accordance with FAA Advisory Circular 70/7460-1J, <br /> Chapters 3, 4, 5, and 13. <br /> 2) . The crane must be lowered below 1, 062 feet (AMSL) , the <br /> maximum elevation allowed under the Height Limitation Zoning <br /> Ordinance (HLZO) when not in use and during the hours between <br /> sunset and sunrise rather than the 1, 150 feet (AMSL) referred to <br /> in the FAA aeronautical study. <br /> 3) . Phone notification to the FAA Regional Office, phone number <br /> (847) 294-7255, upon crane erection and when the crane is <br /> permanently removed from the site. <br /> 4) . Coordination with the Air Traffic Manager, Mr. Dan Hoke <br /> (608) 244-5691, when the crane is erected above the HLZO. The <br /> contractor will include in the coordination an on-site telephone <br /> number for immediate contact. <br /> Finding of fact: <br /> 1) . Project involves a construction crane for an addition to <br /> American Family Insurance Building. <br /> 2) . The height is needed to reach the opposite side of proposed <br /> building during construction. <br /> 3) . The 175 ton crane will be in place thru March 1999. <br /> 4) . The crane will be lowered below maximum elevation during <br /> non-work hours. <br /> Conclusion: <br /> 1) . Variance is not contrary to rights of others or to the <br /> public interest. <br /> 2) . Variance preserves the zoning ordinance as much as possible <br /> without injustice to applicant. <br /> Motion carried - 5-0. <br /> APPEALS FROM PREVIOUS HEARINGS: <br /> #2992. Culles - Dunn - 10/22/98 Public Hearing. <br /> KLOPP/LONG to grant, with condition, a variance of 25.5 feet <br /> from required (average) setback to normal high watermark to <br /> permit construction of new residence as shown on "revised map" <br /> and dated 12/17/98. <br /> Condition: <br /> 1) . That variance apply only to lagoon or from Southern <br /> property line and that setback from Easterly property line or <br /> Cow from Lake Waubesa limited at 56 feet from normal high watermark. <br /> Finding of fact: <br />
