I ' ve met 5 times with the Town of Cottage Grove <br /> Planning & Zoning Committee (August 10th & 2 )th, September <br /> 23rd , October 28, 1992 & January 27, 1993) . I have net 2 <br /> times with the Town Board of Cottage Grove on February 1st <br /> & 15th, 1993. <br /> In addition I ' ve met with the Village of Cottage Grove <br /> Planning Commission on September 14, 1992, with the Village <br /> Board on September 21 , 1992 & with the Cottage Grove Water <br /> & Sewer Utility Commission on February 9, 1993. <br /> As a result of their 7 public meetings, both the Town of <br /> Cottage Grove Planning & Zoning Committee and the Town <br /> Board reviewed all the facts and after a great deal of <br /> discussion , thought, time effort and consideration they <br /> recommended approval of our CUP request with some <br /> conditions. <br /> I made it very clear at each of these public meetings that <br /> as the contractor who opened the quarry in 1967 , and then <br /> in 1989 purchased the property personally , that I do not in <br /> any way want to create any situations which would subject <br /> myself and my family to any undue risk or liability, <br /> regarding the operation of this quarry. <br /> Therefore, I decided we needed to hire an expert who had <br /> experience at setting blast ground vibration limits as they <br /> pertain to petroleum pipe lines, water wells and water <br /> towers. <br /> I found an expert in Milt Sobie of Sobie & Associates Inc . <br /> from Elk Grove, Illinois. He is a Register Professional <br /> Engineer who has quite a bit of experience in this area. <br /> (See page 4 of his report dated January 26, 1993 which is <br /> attached ) . It gives a partial listing of pipe line owners <br /> and operators and utility companies he has worked with in <br /> setting specific blast vibration limits in the past . <br /> Aft his contact with Koch Pipelines or information <br /> After s Inc .. <br /> regarding their 8.6 in O. D. (46,000 psi steel ) pipe line. <br /> His review of the Explosive Materials, Chapter ILHR7 , <br /> Department of Industry, Labor & Human Relations, Wisconsin <br /> _____ <br />
