January 26 , 1993 <br /> Attention: Mr. Bill Paulson Re : Bill Paulson Quarry Blasting <br /> In the study of blast vibration effects , the two factors above are , at <br /> times , combined in a mathematical form called Scaled Distance (S .D) . <br /> Scaled Distance = S .D. = Distance-ftA/Max. expl . per delay-lbs <br /> EXISTING REGULATION AND CONTROL MECHANISM <br /> The following specific limiting criteria, which could most influence your <br /> quarry blasting vibration effects upon the pipeline, are referred to below. <br /> The reference is followed by our COMMENTS . It should be understood that <br /> your quarry blasting operations should conform to all Local , State , and <br /> Federal regulations regarding the use of explosives . <br /> 1 . TCG ORDINANCE <br /> Specific most influencing is " . . .no permitee shall place or <br /> explode any explosive within 200 feet of any public road or any <br /> structure not owned by permitee . . . . <br /> SAS COMMENT • <br /> The AOI SITE PLAN, indicates that the quarry operation will not <br /> be conducted within 200 ft of any public road or KPI easement. <br /> A bermed area is proposed. for An area along a major portion of <br /> the west and south property line . The quarry development plan <br /> indicated will insure a separation distance to the pipeline of <br /> of at least 200 feet . This distance will effectively result in <br /> reduced vibration intensity at the site of the pipeline . <br /> 2 . ILHR7 <br /> Page 43 , 44 , 44-1 , 2 , 3 , Subchapter VII , Blasting Resultants <br /> No specific limits are defined relating to ground vibration <br /> standards pertaining to pipelines and other utilities . <br /> Paragraph ( 4 ) , Section 2 , states " . . . . the Operator shall <br /> establish the limit after consulting with the owner of the <br /> structure . . . " . <br /> SAS COMMENT <br /> ILHR7 standards define specific vibration limits for both <br /> public and private buildings and structures . Such buildings <br /> are protected by generally very restrictive vibration limits <br /> because of the structural nature of what may be older, poorly <br /> designed and built , prestressed- buildings ( re : usually but not <br /> always residential type buildings ) . It is to be recognized that <br /> engineered structures , which were built utilizing better design, <br /> control , and construction practices , can withstand greater inten- <br /> sity of vibration than older prestressed residential type <br /> structures . <br />
