CUP #1021 - PAULSON - TOWN OF COTTAGE GROVE
SUMMARY OF INFORMATION
Prepared by Bill Fleck, Zoning Administrator 3/18/93
1. APPLICATION
The application is to permit expansion of a quarry which has
been in operation since 1967 . CUP 257, shown as the "Existing
CUP" on the map, was granted in April, 1982 to permit
expansion of the quarry to the South.
2 . SEQUENCE OF EVENTS
Aug 4, 1992 CUP 1021 Application submitted.
Sep 8, 1992 County public hearing. Koch Pipeline and the
Village of Cottage Grove expressed concerns.
Sep 22, 1992 Zoning Committee (ZNR) work meeting. Town had
not acted, was scheduling a meeting with W. Paulson to discuss
the matter. ZNR postponed action pending communication from
the Town.
INTERIM W. Paulson met with the Town Plan Commission 3
times, Town Board 3 times and the Village of Cottage Grove
staff, etc. 3 times.
Feb 23, 1993 W. Paulson requested action by the ZNR Cmt.
because he had to order a new scale and have it installed
prior to the construction season. The Village of Cottage
Grove was still requesting action be held and County
Supervisor Beverly Hills had verbally requested committee
members to postpone action. A motion to postpone failed 2-3 ,
a motion to approve subject to conditions was carried 4-1.
3 . CONCERNS
WELLHEAD PROTECTION This concern specifically pertains to
protection of groundwater and the provision of adequate
safeguards to prevent pollution or contamination within public
water supply wellhead areas. Mineral extraction operations
are not prohibited in wellhead areas and are not generally
considered to be a danger to groundwater. Please see page 3 ,
attached, for a commentary by David M. Mickelson, Geology and
Geophysics, U.W. , regarding the Paulson quarry.
PAGE 1
•
