DANE COUNTY APPLICATION FOR REZONE Item No. : 1.7 <br /> Zoninx Petition it 4945 gyj Deerfield Farmers Co-op to change the zoning from <br /> the A-1 Exclusive Agriculture district to the C-2 Commercial district. <br /> Location:,_ Section 28, SE SE <br /> more or less Acres Town Deerfield Area 2.7 <br /> Proposed use: Agricultural chemical storage facility. D.E.D. No. <br /> ANALYSIS: 4945 Rezone will allow expansion of the Co-Op's Ag chemical facility. The <br /> restriction limiting the use to an Ag support facility alleviates <br /> concerns regarding expanded commercial use. Environmental concerns will <br /> be addressed by having all of the chemical loading and unloading inside <br /> the building and in an impervious surface containment area. <br /> CONCERNS EXPRESSED AT/AFTER PUBLIC HEARING; <br /> STAFF COMMENTS: <br /> R.P.C. — Petition 4945. This was previously reviewed In 1987. Comments are the <br /> same: "This Is In the agricultural preservation area of the Deerfield <br /> Town Plan where: 'Only commercial uses clearly related to or compatible <br /> with agricultural production should be permitted. ' This use appears to <br /> meet that criteria, however C-2 zoning allows many other incompatible <br /> uses. Therefore this should probably be conditionally rezoned to limit <br /> the use to a storage facility. " <br /> The County Board action In 1987 was to limit the use to agriculture <br /> related uses. The required deed restriction was not filed; therefore, <br /> the petition for rezoning Is back for consideration. This same limit <br /> should be applied again. <br /> E.H.D. — Petition 4945 Consideration should be given tothe mechanisms in <br /> place to provide for the protection of groundwater in case of <br /> fire or chemical spill. <br /> Co.
