PT f <br /> January 8 , 1991 <br /> Dane County Zoning Department <br /> Room 116, City-County Building <br /> Madison, Wisconsin 53709 <br /> Dear Zoning Committee Members, <br /> I wish to go on record in opposition to Zoning Petition <br /> #4949 . Your approval of this rezoning at this time would es- <br /> tablish a precedent which could have a very negative affect on <br /> the portion of Speedway Rd. north of Schaller Rd. This por- <br /> tion of Speedway Rd. is an unpaved, dead-end road 1/3 of a <br /> mile long. It runs along a ridge that is one of the highest, <br /> if not the highest, in Dane County, the character of the area <br /> is agricultural and very rural. Four private, widely spaced <br /> homes situated on 6-17 acres access onto this short stretch of <br /> road. <br /> On the zoning petition only three parcels are noted. The <br /> first has an existing home on it, the second is the parcel in <br /> question and the third parcel, though presently unimproved, was <br /> purchased prior to the 1978 changes in the Dane County Zoning <br /> Ordinance. This third parcel can be grandfathered in with no <br /> changes in zoning. Parcels 2 and 3 have been in agricultural <br /> use for many years. <br /> Not shown on the rezoning application is the existence of <br /> three identical parcels north of the ones noted and fronting on <br /> Speedway Rd. These parcels are owned by the same trust making <br /> the request for this rezoning. This presents the real potential <br /> of up to 5 additional residences on the west side of this limited <br /> stretch of road. My very real concern is that a recommendation <br /> of approval for this rezoning request would set a precedent for <br /> each of these remaining parcels and in turn for the unimproved <br /> land on the east side of the road. Please note that all sur- <br /> rounding property shown on the diagram is zoned A-1 Agricultur- <br /> al Exclusive. <br /> There are several points from the Town of Montrose Land Use <br /> Plan adopted in September, 1981 that I feel must be considered. <br /> Item 6 under Objectives of this Plan are to : "Maintain a bal- <br /> ance between the rights of all citizens and that of the indivi- <br /> dual" . Item 7 under the same Plan Objectives are to: "Preserve <br />
