' t <br /> Written Proposal Regarding Future Use. <br /> 5A. American Systems Technologies, Inc. is a firm specializing <br /> in complete railroad engineering which includes construction and <br /> maintenance of railroad grade crossing warning devices. We operate <br /> with three crews currently working in about 13 states. We contract <br /> to railroads, state governments (through department of transportation) , <br /> and local municipalities. References can be furnished if necessary. <br /> An example of one job is as follows. Public hearings determine <br /> that an existing grade crossing protection is inadequate or obsolete <br /> on the Wisconsin and Calumet railroad tracks in Cross Plains, WI. <br /> The state of Wisconsin orders that it be upgraded and agrees to <br /> fund all or part of the job. Our engineer visits the sight, returns <br /> to the office, draws up plans and estimates. Our purchasing department <br /> orders all materials, cabeling, insulation materials, new masts, <br /> new lights, etc. In about one month, when materials arrive, our <br /> shop assembles the aluminum mast and lights, then another area of <br /> our shop rebuilds the 4 x 6 (or larger) steel case with all new <br /> wiring and electronics. While this is being done in the shop, one <br /> of our field crews would be digging in new wiring, under the pavement, <br /> new foundations and so on. Everything is then installed on site <br /> and our office spends several days preparing the billing. <br /> Our office staff consists of approximately seven people at any time, <br /> our field crews number 20 to 25. Projected growth this year would <br /> be five to ten people, probably drawing two to three from the local <br /> area. <br /> Our ideas for the building would be to transform two of the classrooms <br /> into office space, keeping windows and architecture basically the <br /> same. We would probably transform one to two of the classrooms <br /> into assembly and case wiring areas (as described previously) . <br /> The gymnasium area would become our warehouse, stocking everything <br /> from lights to relays and cable. Our incoming shipments average <br /> two trucks per week. We would, subject to local restrictions and <br /> the concerns of neighboring property owners, have some kind of outside <br /> storage of lights, masts, and other items in one corner of the old <br /> schoolyard. I would like to emphasize that fuel storage, oil tanks, <br /> or chemical waste are not a part of our operation. <br /> 5B. Time schedule for development. Obviously, our objective would <br /> be to move in as soon as possible, however, due to modifications, <br /> permits, etc. , a realistic projection for the occupancy and completion <br /> of most building work would be three to five months. At that time, <br /> most, if not all, development of the property would be completed. <br />
