INDUSTRY, LABOR AND HUMAN RELATIONS 3 <br /> Ind 8 <br /> SUBCHAPTER 1 <br /> SCOPE,APPLICATION,DEFINITIONS AND ADOPTED <br /> STANDARDS <br /> Ind 8.001 Scope.All persons,firms,corporations,copartnerships,vol- <br /> untary associations and governmental agencies except federal,storing, <br /> handling or using flammable or combustible liquids shall be subject to <br /> the provisions of this chapter. <br /> s s a * * <br /> SPECIAL NOTE#1 <br /> Many of the requirements of this chapter are based upon the National Fire Protection <br /> Association Standard NFPA No.30-1981—Flammable and Combustible Liquids Code.Sub- <br /> chapters 4 through 11 have a similar format to that of NFPA No.30.Requirements taken <br /> from or based upon NFPA No.30 are identified by the corresponding NFPA rule number <br /> appearing in brackets prior to the text of the rule.See s.Ind 8.15 (8) for example. <br /> SPECIAL NOTE#2 <br /> The Wisconsin department of natural resources enforces administrative rules,which also <br /> pertain to topics relating to flammable and combustible liquids not addressed in this chapter. <br /> These topics include hydrocarbon emissions,ground water contamination,spills of hazard- <br /> ous materials and others. Users of this code should consult the administrative rules of the <br /> Wisconsin department of natural resources for further requirements. <br /> y a * <br /> History:Cr.Register.March. 1982,No.315.eff.4-1-82. <br /> Ind 8.002 Application. (1) GENERAL. The provisions of this chapter <br /> shall apply to the following: <br /> (a) Flammable and combustible liquids with a flash point below 200° <br /> F. <br /> Note:There are many liquids which have a flash point above 200°F.and are accordingly <br /> exempt from this chapter.Such liquids,however,involve some degree of hazard,which may <br /> be controlled by application of certain provisions of this chapter,with appropriate modifica- <br /> tions. <br /> (b) Flammable and combustible liquids with a flash point above 200° <br /> F.which assume the characteristics of lower flash liquids,when heated. <br /> (c) Oil fired stationary and portable oil burning equipment installa- <br /> tions, except internal combustion engines, oil lamps and portable de <br /> vices such as blow torches, melting pots and wood burners. <br /> (d) Operations in which articles or materials are passed through con- <br /> . <br /> • tents of tanks, vats or containers of flammable or combustible liquids, <br /> including coating, finishing, treating and similar processes. <br /> (e) Facilities and processes used for the manafacture of protective <br /> • <br /> and decorative finishes or coatings for industrial, automotive, marine, <br /> transportation, institutional, household and other purposes. <br /> (f) Organic coating manufacturing facilities involving flammable and <br /> • ' combustible liquids. <br /> (g) Tank vehicles used for the transportation of asphalt or normally <br /> stable flammable and combustible liquids with a flash point below 200° <br /> F. <br /> (h) Experimental,research and other laboratories where toxic,corro- <br /> sive or otherwise hazardous chemicals are used. <br /> Register,March,1982,No.315 <br />
