This permit is <br /> requested for the 1991 construction season which is May 1 - November <br /> 15 , 1991 . The time of operation will be within daylight hours of <br /> 6 : 00 AM - 6 : 00 PM . <br /> These areas are suited for borrow areas in that minimal area will <br /> be used , their location is in close proximity of requirements and <br /> the land can be returned to agricultural use . All available topsoil <br /> will be salvaged and replaced as well as approximately one foot depth <br /> of underlying clay replaced prior to topsoiling . The areas will <br /> be free draining and left in a workmanlike manner , ready for agricult- <br /> ural use .
